Captain U.S.N. Service dates 12/1940 to 8/1968 Born 9/17/1916 in Boston, MA Died 7/23/1990 A native of Boston Mass., he is a graduate of the University of Notre Dame, Class of 1940. He was married to the former Elaine Pavloff of Washington, D.C., and is the father of two daughters. His early Naval Career was spent in Destroyers during WW II, holding command of the U.S.S. G.E. Badger (DD 196). U.S.S. Abercorombie (DD 343), and U.S.S. Major (DE 796). In 1948 he was appointed Personal Aide to the Commandant Third Naval District, New York, New York. Three Years later he again returned to Destroyers and took command of the U.S.S. McCord (DD 534). In 1954 Captain Higging reported to the Bureau of Naval Personnel, Washington, D.C., where he served in the Officer Distribution Division until 1957 when he attend the Naval War College, following which he assumed the duty of Executive Officer of the U.S.S. NewPort News (CA 148). In November 1961 he reported to the U.S.S. Telfair (APA 210) as Commanding Officer from 3 years of duty in the Stragetic Plans Division, Office of the Chief of Naval Operations, Washington, D. C. The Captain is authorized to wear the Legion of Merit with Combat "V", Presidential Unit Citation (Bogue Huk Group), American Defense with "A", American Theatre with 1 Star, European-African Theatre 3 Stars, European Occupation, Pacific Theatre 5 Stars, Philipines Liberation 2 Stars, National Defense, Korean Medal 2 Stars, Korean Presidential Citation, Victory Medal World War 2, United Nations.
